When someone says, "Which is the best prog-pop song ever?" I would have to look at songs that were actual hits.
So, I'd say "Living in the Past", because the odd 5/4 time signature is not something I can recall in another hit song. I'd also add Procol Harum's "Conquistador" (live with the Edmonton Symphony) that was a big hit back in the day.

absolutely . I seem to remember a very old interview with Peter Gabriel where he expressed his surprise that it was a chart success given the dark lyrics and tone of the piece. Basically it has a killer hook and incredibly memorable lyrics ( Sacha plays with Brit , Adolf builds a bonfire etc) and everyone knows exactly what its about! However I would still put Solsbury Hill ahead of it

I'm trying to avoid naming plain vanilla pop songs that were hits for Prog acts but as Dark Elf states, it's hard to find songs that enjoyed significant chart success that betray those tell tale droppings of the Prog Beastie but...
Burt Bacharach and Hal David's I Say a Little Prayer has been a hit for a number of artists and has a 10/4 measure in the verses and an 11/4 chorus plus there's the Mission Impossible theme which charted (for U2 I think?) in 5/4 begorah!. The Stranglers Golden Brown has a weird metric lurch where what is, to all intents and purposes, a waltz tune strays into 4/4 every fourth bar. Turn it On Again by Genesis was a hit single in (depending how you interpret the phrase length) either 13/8 or alternating bars of 6/4 and 7/4. All said and done, so-called 'odd' time signatures are like good soccer refs: you shouldn't even notice they're there (otherwise they're not doing their job properly) What about the guilty pleasure afforded by Crazy Horses from the Osmonds featuring Donny on Buchla synth thingy replicating an electronic equine whinny y'all? In terms of sales, also being prog, which became mainstream too, I do not think any song surpassed Queen Bohemian Rhapsody in all those criteria's.
