Was he a kind of performer?
He say nothing is quite what it seems;
I say nothing is nothing

No, he was not a performer. Rather a conductor, although he did not stand before an orchestra.

Shaking hands is a method to determine someone's weight.

No, he did not have a religious position.

According to the title of an album by a Scottish band in the Prog Folk subgenre, he or one of his colleagues might have had a beautiful daughter.

I used to play quite a few songs by Inc, like October Song, When the Music Starts to Play, Chinese White, Painting Box and The Minotaur Song.

Clap Well done, refugee! It was indeed Albert Pierrepoint.

Here are some explanations to the hints:

Knots
Have something to do with ropes.

Seven seconds
Albert Pierrepoint's fastest hanging, a world record.

Tosh (not Peter)
One of the persons he executed, James Corbitt, he knew personally. They called each other Tish and Tosh.

Give aid to the poor struggler
The pub owned by Pierrepoint was called Help the Old Struggler. Entering this in the Wiki search utility would have been a giveaway.

433 + 17, at least
Albert Pierrepoint has executed at least 433 men and 17 women.

Cheerio!
This was the last word of Tony Mancini, his first execution as chief executioner.

Some referred to him as the last, but he was not.
Pierrepoint was not England's last hangman.

Holloway Girl
The third song title in these hints refers to Ruth Ellis, the last woman hanged in  Britain, in Holloway Prison.

It is told that Pierrepoint could calculate a person's weight - and the force needed to hang him - by shaking his
hands.

The album of the Scottish Prog Folk band was The Hangman's Beatiful Daughter by the Incredible Stringband.
