@refugee: Yes, he is 50+
@Snow Dog: He has an academic degree, but he does not teach at a university.

The saint who died in Echternach on Nov. 7 came from the same region as this person.

He is neither a nobleman by birth, nor created a nobleman by the Her Majesty the Queen. Nevertheless, he may be called a nobleman.

No, the city is not situated in Northumberland. The person you are looking for is indeed of Northumbrian origin.

The city is situated on an island which is not Great Britain.

I’m pretty sure I’ve found him. Matthew Festing, the 79th Grand Master of the Sovereign Military Order of Malta.

Clap Well done at last. It is indeed Fra' Matthew Festing.

Here are the explanations to the hints:

Hint #1: Fra' Matthew Festing is the 79th Grand Master.
Hint #2: The Prince and Grand Master of the Sovereign Order of Malta is considered a sovereign monarch.
Hint #3: Rick Sanctorum, candidate for Republican US presidency nomination is a Knight of Magistral Grace of the Order of Malta. Queen Beatrix of the Netherlands is a Dame Grand Cross of Honour and Devotion of this order.
Hint #4: The Great Giveaway: Bertie was not Edward VII, who died almost 40 years before Matthew Festing was born, but his predecessor, Fra' Andrew Bertie, whose name was given literally in this hint.
Hint #5: One of his brothers, Andrew Festing, is a portrait painter.
Hint #6: He is the youngest of four brothers, and the only one who may call himself a prince.
Hint #7: Willibrord of Utrecht, who died in Echternach on Nov. 7, 739 AD, came from Northumberland.
Hint #8: From 1530 to 1798, Malta was ruled by the Grand Masters, from Philippe de Villiers (#44) to Ferdinand von Hompesch (#71).
Hint #9: Refers to the Maltese Cross.
Hint #10: Jean de la Vallette, 49th Grand Master, founded and gave his name to Valletta.
Hint #11: Refers to the situation of Valletta on Malta.

Hint #7 was the one that made me look for a place in Northumberland …

I’ll be back later with a few more comments (the knights used to live on this island until they had to abandon it in 1523) and a new person.

The history of the Knights Hospitaller is closely connected with the Greek island Rhodes where I live. One of the greatest attractions here is the old town, built by the knights in medieval times, with its massive fortifications, inns for each group ("langue") of knights, palaces (the biggest one is the Grand Master’s Palace – it was destroyed by an ammunition explosion in 1856 and rebuilt in a pseudo-medieval style by the Italians) and narrow cobblestone streets. I walked through the old town today, and it’s really beautiful.

After Suleiman the Magnificent defeated the knights in 1522, the order moved to Malta where they have been since. Suleiman rode in through the gate of St. Athanasius, only a five minutes walk from my house. This fact sometimes gives me a strange feeling when I enter the old town (it certainly did today). Suleiman ordered it to be walled up and shut forever, but the Italians reopened it and invited the Grand Master to be the first one to enter through it again.

Interesting story. There were also "inns" for each group of knights (divided into countries: France, Aragón etc.) in the Three Cities near Valletta, of which Il-Birgu (the most beautiful of these) has the most. I spent my spring holidays on Malta 10 years ago.
