My choice is Flower Kings-Stardust We Are. The Stardust epic and the recurrence of that musical theme as well as some great mini prog epics. 'tis a bit long, though ;)
Oh and I almost forgot!!! Although it´s listed here under Heavy Prog - I consider Morte Macabre´s Symphonic Holocaust to be one of the high points of the symphonic genre in the 90s. Brilliant stuff!

Symphonic prog wasn't particularly happening in the '90's. I just browsed the category and I'm going with Discipline Unfolded Like Staircase. One that I didn't get until about a decade after it came out. Stardust We Are is in the same category for me except it didn't really wow me like Staircase.
