I find the Whirlwind too long. i never can focus on it all the way through.

I like them both, but in some ways The Incident is a bit more intriguing, so it get's my vote this time. The Whirlwind could do with about 15 minutes of editing.

Both good/great albums, but I don't consider them as one epic; not at all. What Steven Wilson was trying to say when he described their album like that was that it's a concept album (both lyrically and musically).
The longest epic I've heard from 2009 was that from Big Big Train's album (over 20 minutes).

In 2009 we got two extremely long (what doesn't necessarily mean great) epics by two famous and popular bands. So pick your option!
I definitely prefer Whirlwind in this pair and unfortunately find last PT studio effort rather empty, heartless and unspiring, especially compared with their last great albums.
