I was watching Step Across the Border, a documentary/art film about Fred Frith, and in one of the scenes taken from his stay at the home of a Japanese family he is messing with this:


It swings back and forth and it makes sounds and I really want to know what it is.  Can anybody help me here?

I guess it is one of the "home-made instruments" described here:

I don't think it's homemade, may be some kind of wind whistle/flute, like a pigeon whistle, perhaps used in religious ceremonies or processions. Can you describe the sound?

That was mentioned a couple of times in the film, actually. 

It wasn't a wind instrument, Frith at one point was holding it still without blowing on it or anything and it still made sounds.
