Rush.
Both bands have made exactly four must-have albums IMO (Camel's first four and Rush's 2112 through Permanent Waves), and both bands had other very good releases.
It's almost a tie for me, but in the end I prefer Rush to a small degree.

I go for Rush
I like Camel's debut albums, but I find Rush more innovative and powerful...

I will go for Rush just because they have released more albums I listen to than Camel.

Draw. I haven't got an opinion about any of the two. Just climbing up to the 800 posts barrier.

I would say that Rush made 6 must haves - the four you mentioned plus Moving Pictures and Signals. Gotta have them.

This poll is tougher than it looks. I like both so much, but I've been a Rush fan since I was in junior high.
Had to go with Rush.

Although both are great. I prefer Latimers vocals to Geddy Lee's. Camel doesnt have quite the power of rush but rush doesnt have quite the melody of Camel.

Very different style of music. I like Rush a lot, but I prefer Camel.
