I remember we talked about this last year shortly after the Queen addition, a couple of key members threatened to leave if they were added. Personally, I don't think he's progressive or even prog related, although he's dabbled with it once or twice(Funeral for a Friend/Love Lies Bleeding).

Come on! Elton John? Where is there progressiveness in his music?
Foreigner and Toto are more worthy to be added in the "prog-related" category than this.

Not because of that, because the song has some nice progressive overtones to it, though generally I don't think he's a progressive artist (despite him trying out for King Crimson in the early 70s).

I think he is prog related, or at least related to prog related (which
still makes him prog related only more distantly), but I don't think he
should be included in these archives at this time.
Perhaps he's too rock & roll and pop to fit in under the present
categorisation; too commercially mainstream (but then other bands were
huge commercial successes that have been added, and enjoyed very wide
popularity). I think he was a progressive (adjective) artist, but
not quite prog (noun) enough even for the prog-related category.
Certainly he has dabbled in proggy songs like " Funeral For a Friend/ Love Lies Bleeding" (a great song which reminds me of Supertramp's Fools Overture), and with the album Madman Across the Water he made a foray into prog territory.
Here's the definition for prog related used at this site:
Prog RelatedRock and
Pop Bands and Artists after 1970 who were not truly “prog” (as that
term is generally and broadly defined, even by the site), but who were
clearly not “mainstream” or simply “rock” bands.
A wide subgenre
that encompasses two kinds of bands/artist, that either consist of
progressive artist that strayed away from their progressive roots into
mainstream rock or were influenced by progressive rock.
Even
though the music by these artists is sometimes unrelated it had things
in common with prog music in that it was very structured and even
adventurous, sometimes hard or heavy, sometimes mellow, strong
melodies, good hooks are an integral part of most of the material.
Sometimes these artists pioneered other rock genres.
Though
most of these artist can't really be considered progressive themselves,
their relation to progressive music is not to be underestimated.

He fits a fair amount of that. Ultimately while he employed
and incorporated elements to be found in prog rock, I suppose he was
too far removed from the prog movement to be included... He used prog
elements successfuly, but he was never a card carrying member of the
prog party, nor do I think did he move in those circles... at least not
much. Of course there was some overlap.

This whole discussion makes me think of a remark I read here at PA some months ago... it was about Madonna and Phil Collins (I don't dare go into detail, for fear of the Mods coming after me  ), and IMHO it pretty much nailed the question down...
