I'd say: the team which came the closest to win the World Cup but never won. Holland, no doubt -- 1978 final, the right post at the 90th min. when it's 1:1... |

I think somewhere in 50's they were quite strong teams.
If I'm not mistaken, in 1954 Hungary were clear favourites but have lost to Germany in the final.

Germany have won the world cup. Hungary were actually a superside in the 1950s. Hungary has the unique distinction of posting the highest ever Elo football rating of 2173 points in June (1954) along with the second highest with 2153 (1956); surpassing that of Brazil, England, Argentina and Germany in all-time competition.
