Toby Driver.
maudlin of the Well and Kayo Dot have some of the most beautiful, poetic lyrics around.

Some others would be Layne Staley, Maynard James Keenan, and Steve Wilson.

Lyrics aren't usually that important to me, but a few particular favorites stand out:

1. Roger Waters (Pre-The Wall-era Floyd)
2. Kerry Livgren (Kansas)
3. Peter Gabriel
4. Neal Morse (Spock's Beard)
5. Sting (The Police)
6. Ian Gillan (Deep Purple)
7. Steve Harris (Iron Maiden)

Yeah, that's about it.
