1) Richie Havens singing Steve Hackett's "How Can I?", especially the bridge part "Money won't help you to win...."  Getting goosebumps just thinking about it.

2) Christian Vander jumping around between a baritone and falsetto, singing scat-like melodies that jump all over the scales and sound really hard to pull off, all the while maintaining a breathless intensity.  "Zess" from the 1981 Bobino live album is a great example of this.  I'm pretty sure that's Vander singing.

3) Several Jerney Kaagman (Earth and Fire) moments qualify, even from their much-despised (based on album ratings here) late period.  For my money, the first part of  "Andromeda Girl" can stand up proudly next to anything Annie Haslam has ever sung.  For a less controversial example though, I offer "Storm and Thunder", a gothic masterpiece of voice and band.

4) Peter Gabriel on "Dancing With the Moonlit Knight".  He's unusually expressive in his vocals on that song. You can really feel his sorrow.

5) The distorted voice of Greg Lake singing "21st Century Schizoid Man".  That's just kickass in so many ways.

6) Justin Hayward singing with the Moody Blues has too many goosebump moments to count.

Neal Morse on Transatlantic's albums
The thing about Neal Morse is that, he always sounds like he's gonna sing off key. Of course he never does (otherwise it wouldn't have been released, would it?) That gives a huge "human" factor to his music.
Favorite moment: in your soul (Stranger in Your Soul)

Steven Wilson, on the other hand, is inhumanly on pitch. Also good to listen to.
Favorite moment: Even less, even less, even le-eeess (Even Less, Arriving Somewhere Live)

James LaBrie is a combination of the two -- he sounds like anyone can sing like he does, but no, it takes lots of practice. His style is power/prog metal singing, so it certainly sounds pretensious, but I don't mean that in a bad way -- it's actually my favorite singing style.

Trilogy - ELP, as Greg Lake has exceptional singing and bass playing on this track.
2112 - Rush, Geddy Lee sings at his best and his bass playing fierce and gritty.
July Morning - Uriah Heep, Dave Byron is one hell of a singer, and this is one of his best songs.
After the Flood - Van Der Graaf Generator, Peter Hamill shows excellent dynamics in a groovy cut.
Gates of Delirum - Yes, with Jon Anderson's best singing, no wonder the track is highly praised.
