I always loved ATMOSPHERIC albums; my all-time favorite one, because I believe almost nobody can make a more modern atmospheric album like that, is definitely david helpling - sleeping on the edge of the world.

it is easy for me to produce a list of albums i consider EXTREMELY atmospheric:

prog:

1-pink floyd - a momentary lapse of reason

2-vangelis - mask

3-eddie jobson - theme of secrets

4-pink floyd - the division bell

5-IQ - subterranea

6-collage - moonshine

non prog:

1-Jon Jenkins - flow

2-David helpling - sleeping on the edge of the world

3-michael stearns - planetary unfolding

4-mark isham - castalia

5-yanni - keys to imagination

6- patrick o'hearn - rivers gonna rise

I'm sure I forget many ones!!
