Believe it or not, that is a picture of a device called a Jacob's Ladder.
My understanding is it is named so because the arc starts at the bottom and climbs towards heaven, just like Jacob in his dream.

The Rush song, however, remains a mystery. It is not Spirit Of The Radio or any of the others that have gone before. (I had no idea this one would be so difficult...sorry! )
The Rush song picture again...
The contraption in the picture shares the same name as the Rush song.
There is also a biblical reference with the same name (in a colloquial way, even though you will find a reference in a dictionary to this biblical thing using the same name as the Rush song...and the thing in the picture).
The Rush song actually has nothing to do with electricity. The electrical device gets its name because the arc you see starts at the narrow opening and climbs its way upwards towards... .
The key reference in the Bible is Genesis 28: 12-17. The Rush song is kinda along the same theme. The name of the person said verses of the Bible may even be part of the song name.
Some lyrics (of which there are few) from said Rush song:
"The clouds prepare for battle In the dark and brooding silence Bruised and sullen stormclouds Have the light of day obscured Looming low and ominous In twilight premature Thunderheads are rumbling In a distant overture"

The Rush song is not yet revealed!
As far as the song name goes, the contraption below shares the same name...and the name is from the Bible (from Genesis, even).
