1970.
If we accept that In The Court Of The Crimson King (released in late 1969) was the first prog album, then the first year that's fully prog must be the one that followed.
I consider 1970 to be the best year in music generally - the end of the 60s and the start of the 70s. Can't say that about any other year.

I lean towards 1973....KC's LTIA was one of the most amazing products in rock history!
We also had the remarkable releases of TFTO, Selling England By The Pound, A Passion Play, Dark Side and many others. Nary a dud was to be had from any band!
And, all of the men had huge tits! Or so says Lazland. Cheers, Charles

For me there is no best year as every prog year has albums that I think marvelous (and more that I will discover down the road). That said, some years have more albums that I know and love than others, of course.
