Just for naming another band, i would say DREAM THEATER... (SDOIT, OCTAVARIUM, UNDER A GLASS MOON, ITPOTE, FINALLY FREE, VOICES, HELLīS KITCHEN, STREAM OF CONCIOUSNESS, ETC)

Nobody beats the Italians for melody. Bands like Banco, PFM, Le Orme, Metamorfosi, Quella Vecchia Locanda, Locanda Delle Fate, Maxophone, and Nuova Era are full of beautiful melodies. Newer bands like Maschera Di Cera, Finistere, and The Watch too.

FOCUS! One of the things that has always stood out for me from their music is the sheer melody of it all, particularly in Akkerman's guitar work.

Flower Kings and Kaipa!!! Nothing else comes close regarding the
melodic themes in their instrumental sections. Now, for vocal melodies
i'd go with YES. TFTO has the best vocal melodies I've ever heard (tales being just the tip of the iceberg of course...)

In regards to melody, I'd say the undisputed king of this generation is Nobuo Uematsu, prolific composer for the Final Fantasy series and other video games.
As far as prog bands go, I'd include Camel, Genesis, Opeth, and Porcupine Tree.
