Eloy. I bought my first Eloy album without having a clue about the band just because of the album cover (Power & Passion). Virtually all of Eloy's artwork is great. To be fair, so is Ozric Tentacles. Just in a more trippy way. Love 'em both, but have to go with Eloy.

Ozrics. Especially love the '80's/cassette era covers, with their wonderful use of single colours, calligraphy, and occasional illustrations. A lot of the '90's era stuff, especially Strangeitude, was also good.
As for Eloy... generally alright, but I'm not such a fan of Dawn's cover.

Not a huge fan of the overly psychedelic colour scheme, but I find the Ozric covers to be a tad more interesting.

I have to go with Eloy, although both band's have had some great cover art. My only issue with the Ozrics is that they almost always look the same, while Eloy has seemed to have a bit more variation.

Difficult question, whereas BLIM was an longtime collaborator with the Ozrics, Eloy have had several artwork artists working for them ( Rodney Matthews, Winfried Reinbacher, and even more I can't right now remember). I love the artwork for Silent Cries, Colours, Planets and Time to Turn.
Metromania is quite nice, because it's Rodney Matthews, who also did some reissue artwork for Planets and Time to Turn. Ocean 2 has a a nice cover aswell. The early days featured some rally nice psychedelic artwork, I liked that aswell.
I like alien planets, so Waterfall Cities is my favorite of the Ozrics. I guess Roger Dean and Rodney Matthews both have done some excellent covers for prog and space bands.

Considering covert arts, although I enjoy Eloy's Silent Cries..., Destination, Planets, Time to Turn (Rodney Matthews') and Metromania, Ozric Tentacles' are overall more regular in terms of quality.
